Read Isaiah Berlin’s “Two Concepts of Liberty”  Section I (pp.122-131), and then answer the following two questions:

• What does Berlin mean by “negative liberty”, and what does he think threatens or undermines liberty in this “negative” sense?  Use examples (his or your own).  (Roughly one page, single spaced).

• What do you think of Berlin’s claim that we should not confuse unfreedom with other kinds of inability or incapacity?  If you agree with him, explain why; if you disagree with him, explain why.  Use examples (his or your own) to support your position.  (Roughly one page, single spaced).
